The game takes place on the fictional Caribbean island of Yara, which closely resembles Cuba. The island is run by "President" Anton Castillo (Giancarlo Esposito), a fascist dictator with complete control over the island. Castillo mentors his son, Diego (Anthony Gonzalez), to follow in his footsteps. Esposito described his character as a leader "trying to empower the people to understand that they need strong leadership right now." Esposito added that his father was a dictator and wants to empower the people to reclaim their country. His goal is to use the resources they have in the country to survive without allowing foreigners to come in and participate in the selection of their scientists, their intellectual property, and all of that. Esposito continued that Anton "is trying to empower his son to take up his mantle and embrace ideas that will allow him to see that he will soon be the next leader in this country."

The player takes on the role of a local officer named Danny Rojas, a former officer in the armed forces. The player can choose Danny's gender at the beginning of the game.
