The setting is Shikoku, where local prefectures hold power and each prefecture is independent.
The main roles are Jiro Urashima, the governor of Kagawa Prefecture, and the vice governor, Onohime Meiji.
In order to prevent Kagawa Prefecture's financial failure, and to aim for unlimited travel and dining, the two will push forward to unify Shikoku!

This is a "regional" control simulation game.
You fight with modern troops like infantry and tanks, but here is Shikoku.
