Within a galaxy of terraformed planets, a secret war is raging between two intergalactic agencies. One of them, ARCHON, is developing technology to hack people's minds. It has already tyrannized a planet called Teballai and hopes to use mind-reading technology to spread its power across the galaxy. A second organization, FOE (Freedom Elite Organization), wants to destroy ARCHON's technology in the name of freedom. When a young FOE (Gender Chooser) soldier named Blaire gains the ability to read minds through ARCHON's experimentation, she finds her loyalties torn between the two sides. Whether Blaire helps or defeats the enemy depends on your use of her power.
One of the hallmarks of a traditional visual novel is the presence of a branching storyline. This is typically achieved through choices forced upon the player. In some of the most complex visual novels, there are dozens of such choices and multiple endings. Quantum Conscience has been called "experimental" because it seeks to eliminate these choices. Outside of the first few minutes of the game, where the player chooses to be a male or female protagonist and answers some questions about their background, there are no forced choices.
