We've all played games where you send orders to AI units or teammates.
But OBEY puts you in the position of commanding your enemies (human opponents) and being commanded by them. Players are always free to obey/disobey. It's always up to the players to deal with the consequences of their decisions in the game.
You win by bribing and coercing your opponents into doing things against their own self-interest (and in yours).
If you're forced, you only have stealth, intelligence, deception, and creativity to escape. Minimum
