I don't think the cracked version of this game requires you to manually apply the crack.
So just follow the instructions there.

2. Run "Speed.exe"
3. If you get a "CDRom" error, download Fix CDRom, extract it, then copy all the files there and paste them into the folder where you extracted the base game.

Did you follow these instructions with Windows Defender and Antivirus turned off?
1. Extract the file
2. Open the extracted folder and run Setup.bat
3. Wait for the installation to complete (about 15 minutes).
Turn off your antivirus or the installation will take more than 30 minutes.
4. Run the game from your desktop or from speed.exe
For your issue, it's a common error, so we can't pinpoint the exact cause, so what you need to do is install everything up to the latest version, including:
1. You must download and install the latest versions of: Microsoft Visual C++, Microsoft .NET Framework, OpenAL, Java, XNA Framework, … (Search on Google and download them from the official sites)
2. You must install the latest drivers for your GPU, processor, … You must download "3DP Chip" (this is free), after installing it, it will help you find the link to download the latest driver for your GPU, processor, …
3. Update your Windows.
4. Reboot your Windows.
5. Turn off your antivirus and firewalls.
6. Extract/reinstall the game, run the game as administrator. Hope this helps, enjoy

I have all these things in my machine and all my antivirus is completely disabled including Windows Defender
