Merton approached the Austrian government about a possible naval arms deal. Relations between the Austrian Empire and the North had been poor during the war. The Austrians attempted to interest the Confederacy in steam-powered warships, many of them gunboats. With the ironclads in New Orleans, they could present a serious challenge to the Union Navy's high-octane squadron, potentially able to overwhelm the squadron at individual blockade stations.
