Italian immigrants in Little Italy formed the state of Manoa Nera, and police and government workers became the state of Tammany, and so on. Determined to survive and even thrive in this hostile environment, they turned to the sea for sustenance. What they couldn't provide themselves, they traded with "Grounders." Fresh water was piped into the city. One day, the water stopped flowing through the pipes. As the city watches its water reserves run out, you'll have to try to save them...
